SEAR 2025: What Directors Need to Know
The Senior Executive Accountability Regime (SEAR) regulation will be extended to non-executive directors and independent non-executive directors at in-scope firms (credit institutions, investment firms, insurance firms and third country branches thereof) from 1st July 2025. This regulation will place further obligations on in-scope firms.

Jeanne-Marie Moriarty Partner, Financial Regulation
Jeanne-Marie Moriarty is a partner in Addleshaw Goddards's Financial Regulation group. She is a qualified solicitor and barrister with commercial and practical expertise and experience across the Financial Services sector. She has gained significant in-house experience from her previous roles as the Head of Legal and Compliance for Aon Consulting, together with leading the legal functions within Bank of Ireland. She also has served as a Financial Services and Regulation Partner at Beauchamps. She has a wide range of financial experience on the retail (consumer), payments and financial markets/banking side, including many complex financial regulatory regimes, a broad variety of Investment Funds, and CBI Corporate Governance and Administrative Sanction Frameworks.
John Maher Legal Director, Financial Regulation
John is a Legal Director in Addleshaw Goddard's Financial Regulation group. John has extensive in-house experience in Financial Services. Previously as in-house legal counsel with Barclays Bank in both the UK and Ireland, John brings that in-house perspective with him. He advised on all regulatory matters that governed the Bank's affairs. From ESG to resolution planning. He was also instrumental in establishing and implementing the Individual Accountability Framework and the Senior Executive Accountability Regime within Barclays Bank Ireland PLC. Since joining Addleshaw Goddard LLP, John has been assisting with a large US payments institution authorisation and has been appointed as the military legal consultant on a recent successful tender bid with the UK Ministry of Defence.
Sarah Thomas Partner, Global Investigations
Sarah is a partner in Addleshaw Goddard's global investigations group. She has two decades of experience acting for banks, building societies, listed companies, asset managers and other financial services firms and directors in high profile regulatory investigations by the FCA, PRA , PSR and Financial Reporting Council as well as the US Department of Justice, and on independent public reviews. She also acts for corporates in conducting internal investigations, including whistleblowing investigations. She has particular expertise advising on investigations concerning non-financial misconduct; market abuse; financial crime systems and controls; the FCA’s conduct of business rules; complaints handling; governance and culture; anti-money laundering, consumer redress and client money and assets (CASS). Sarah devised and leads AG's AI-enabled customer redress service, and has conducted a wide range of customer redress exercises.
