Chief Security Officer and Country Manager, Barclays Bank Ireland

Paul Gillen is the Managing Director and Country Lead for Barclays Bank in Ireland as well as being the Chief Security officer for the Bank in Europe and a Non-Exec Director of two of the bank’s subsidiaries.  Paul is also the Global head of Cyber, Fraud and Internal Security Transformation teams at Barclays, where he led Cyber Security transformation at what is one of the world’s largest and systemically important banks. 

Paul joined Barclays as a Managing Director in London in 2015 from the European Cybercrime Centre (EC3) in the Hague.   Paul was EC3’s founding Head of Cybercrime Operations and Intelligence from 2012 to 2015.  While in this post Paul coordinated joint USA and EU Police operations against the cyber botnet infrastructure of international organised cybercriminal gangs, darkweb paedophile networks and international internet fraudsters. 

Paul has been working in Cyber and Fraud since 1996 and was the founder of what is now the Garda Cybercrime Bureau.   As a graduate of UCD, he was also co-founder of the UCD Centre for Cyber Security and Cybercrime Investigation. Paul was founding chairperson of Europol’s (European Union Police Intelligence Agency) European Cybercrime Training and Education Group (ECTEG) and he was also founder and Co-Chair of the European Union Cybercrime Task Force (EUCTF), a group made up of all the Heads of Federal Police Cybercrime Units across the EU. 

Paul is one of only 400 recipients of the Scott medal for valour by An Garda Siochana for his part in the rescue of kidnapped Supermarket executive Don Tidey in 1983. Paul has also been awarded a Fellowship of the Irish Computer Society in 2021 for a lifetime contribution to Cyber Security. As part of his role in leading cyber security in the UK’s largest financial institutions, Paul was a founding Director and current Board member of the Cyber Defence Alliance in London, a Cyber Defence company made up of financial institutions in the UK, Ireland and the European Union.  

Paul is also on the Executive Committee of the UK Finance FSCCC (Financial Services Cyber Collaboration Centre) in London.
